"The tropical climate of my country includes a season of rainy and stormy days. The piece is a short waltz written on one of these days that filled me with nostalgic feelings for my childhood. It is not a classical waltz but more a short and simple free-form 3/4 dance piece. The waltz or 'vals' provided one of the most influential rhythms for the traditional music of Venezuela, especially the music written in the nineteenth and early twentieth centuries."
